About RAHU

Reach A Hand Uganda (RAHU) is a youth centered non-profit organization focused on youth empowerment with main emphasis on Sexual Reproductive Health and Rights (SRHR) including the provision of accurate information and increasing access to services; modern contraception, HIV/AIDS awareness and prevention, livelihoods, SRHR and climate change and life skills. In 2021, RAHU made 10 years of serving young people and will steadily focus on challenging negative social norms that limit access to quality SRHR information and services. RAHU uses the peer education approach to reach young people 10-30 years who are faced by SRHR challenges including young people living with HIV/AIDS, refugees and those living with Disabilities. Job Purpose 

The Program Officer will work to mobilise communities and work with existing community networks to create knowledge and awareness to bridge the gap between the community and national level advocacy for improved realisation of adolescent and youth SRHR and youth livelihoods.

  • Spearhead the Rolling out RAHU Community Engagement and Services Programmes

  • Nurturing and Sustaining Strategic Partnerships at National, District and Community Levels

  • Deepen RAHU Community-Level Advocacy Interventions 

  • Oversee project Monitoring, Evaluation, and Learning, and Support Evidence Generation

  • Support Trainings and Capacity Building Initiatives for Staff and Community Partners

Details of the Key Result Areas and Responsibilities 

  • Support to Shaping and Implementation RAHU Community Engagement and services Strategy

  • Work with senior programmes officer, to deliver on key SRHR and services Program Outcomes and Outputs as outlined in the RAHU Strategic Plan 2022-2026

  • In close collaboration with the line manager, contribute to the development of an integrated RAHU community engagement and services strategy.

  • In close collaboration with the senior programmes officer, roll out the RAHU’s integrated community engagement and services strategy including coordination of program & departmental interventions.

  • In liaison with the senior programmes officer, support the implementation of community-level programmes / projects in line with the overall RAHU Strategic Plan and the approved integrated community engagement and services strategy.

  • Support RAHU programs in the implementation of RAHU’s Institutional Advocacy Strategy by producing and disseminating appropriate reports and materials as required.Work with key stakeholders to identify and reach poorest and marginalised communities for inclusion in FP/RH services.

  • Spearhead the Rolling out of RAHU Community Engagement and Services Programmes

  • Participating in the development and review of RAHU’s Strategic Plan and SRHR and services Programs, Providing expert advice on how this can be cascaded down to district and grassroot levels.

  • Provide technical guidance during the design of community level interventions and services to ensure that they are impactful and generate the desired results.

  • Work through innovative approaches at community level to advancing RAHU’s community advocacy agenda.

  • Provide feedback to the MEL team to design appropriate data collection tools, to monitor and record lessons learnt from SRHR Community activities and services delivery.

  • Support the MEL Team in documenting and disseminating lessons learnt from the SRHR Community activity and service delivery reports.

  • Draft periodic work plans for approval by the senior programmes officer to guide implementation of field activities in close collaboration with all field staff. 

  • Conduct monthly follow-up meetings with project stakeholders (main health facilities) VHTs, champions, role model men and DHOs office and ensure timely monthly reporting from the field. 

  • Work closely with the VHTs and champions in each Sub-County to ensure their timely planning, implementation, recording and reporting of project activities. 

  • Ensure disability inclusion in all programming and related activities 

  • Directly Supervise Community Resource persons including VHTs and Peer Educators attached to the project. 

Deepen RAHU Community-Level Advocacy Interventions 

  • Provide guidance and strategies of uplifting national level advocacy efforts to the community and vice versa. 

  • In partnership with RAHU peer educators and other field staff support community and district-level advocacy campaigns for SRHR. 

  • Collect and document program / project stories for sharing, learning and advocacy. 

Nurturing and Sustaining Strategic Partnerships at National, District and Community Levels 

  • Maintain and/or build networks at district and grassroot levels that further RAHU’s advocacy agenda. 

  • Represent RAHU at key strategic spaces within the implementation districts. 

  • Develop and maintain contacts with health and family planning professionals and governmental authorities, to identify and address reproductive health and family planning issues, and develop related services within the project target areas. 

  • Facilitating collaboration with health facility staff, District Health Officer, and sub-district health in-charge, CHWs, and other key health staff for the provision of quality services, ensuring stock and supply of commodities, coordination and support of FP health outreaches. 

Support Trainings and Capacity Building Initiatives for Staff and Community Partners

  • Work with line managers and the Youth development manager to undertake Training Needs Assessments and training for VHTs and Peer Educators.

  • Contribute to the development of training tools and learning materials for use by RAHU and its partners in the different trainings.

  • Engage in capacity building exercises and training sessions geared towards strengthening existing government and non-government structures at district and lower levels that work with young people (such as Peer Educators, Health Unit Management Committees, Community Based Organisations, District technical and political leaders, opinion leaders, religious and cultural leaders, parents’ associations, teachers and students in schools among others).

  • Coordinate the mentorships of VHTs and health workers on FP, PPIUDs and cervical cancer screening.

  • Oversee project Monitoring, Evaluation, and Learning, and Support Evidence Generation

  • Monitor and mentor Community Health Workers and Health Facility community outreach activities and overall project activities.

  • Track progress of the overall project and specific activities to ensure timely implementation of activities and reporting to funding partners.

  • Monitor and mentor VHT/FP-champions services and acknowledge quality services

  • Participate in Quarterly District Health partners meetings and take up actions to improve SRHRS provision

  • Conduct monthly site visits, review the programming and implementation of ongoing project activities, prepare reports, make recommendations and conduct follow-up

  • Collect and analyse data to measure and track project monitoring indicators.

  • Support teams to prepare activity reports, document best practices, lessons learnt and actions.

  • Carry out routine data quality assessments at service delivery points and provide actionable recommendations to improve the program.

  • Monthly and quarterly project data cleaning and other assessment data.

  • Prepare tables, graphs, reports and visual presentations based on the data analysis for presentation to internal and external audiences.

  • Support the project coordinator in the compilation of Monthly, Quarterly, Bi annual and annual reports through provision of timely accurate and updated data. 

Project Management and Administration

  • Support the line manager to ensure timely preparation of program related progress reports.

  • Participate in annual program/project evaluations and planning workshops.

  • Support the Program Team as needed to facilitate contacts, meetings, or training sessions among others.

  • Work with the senior programmes officer to Coordinate and manage logistics for effective project delivery.

  • Be responsible for accountability of all project advances made to him/her for delivery of field activities. 

Human Resource Management within the SRHR Program

  • Participate in overall departmental collaboration, learning and support.

  • Provide line management leadership, support, mentorship and evaluation of staff under their supervision – VHTs, Peer Educators.

  • Ensure progressive learning for ease of inter-departmental knowledge sharing. 

In addition to individual respective tasks, the Senior Program Officer – Community Engagement will be expected:

Qualifications

  • Bachelor’s Degree/ Diploma in any medical field

  • Post graduate training in any project Planning and Management. 

Job-Related Experience and Knowledge 

  • At least 2 years’ experience

  • Experience training local partners and staff

  • Fluent in both spoken and written English.

  • Fluency in local languages in program target areas in Uganda is a significant advantage.

  • Excellent written, verbal, analytical, and communication skills.

  • Experience in mobilising and working with young people

  • Experience with databases and database management

  • Experience in SRHR training
