Job Title: Policy and Advocacy Officer, Reach A Hand Uganda

Job purpose:
As part of the Policy and Advocacy Department, the Policy and Advocacy officer will be responsible for implementing specific department related programmes while integrating effective policy advocacy strategies within the rest of the organisation’s profile.
Reporting to: Policy and Advocacy Manager
Position grading: This is an entry level position within RAHU.
Supervisory Roles:
The position has no line management responsibility. However, the post holder may supervise temporary staff, team volunteers and consultants.
Other key relationships:
Co-workers within RAHU, Consortiums, partnerships, District local governments, international, regional, local non-governmental organizations and community-based organizations
Main responsibilities;
Support and contribute to the development of organisational advocacy priorities
Implement the organisations advocacy components and programmes
Liaise with the donor and partners on projects through the supervision of the Policy and Advocacy Manager
Prepare timely progress reports and any comminiques to be shared with donors and partners through the Policy and Advocacy Manager
Work with M&E to review advocacy projects to improve implementation
Represent RAHU at key Policy and Advocacy activities and events at community, national and international events and activities organised by both staff, external partners and donors
Initiate and engage key partners, consortiums and networks to advance RAHU’s policy and advocacy efforts
Engage in consultation meetings and work in partnership with key partners, coalitions, stakeholders and beneficiaries to advance RAHU agenda and AYSRHR.
Build or reinforce partnerships, policy dialogue and joint efforts with key community, national and global networks and actors on the enabling environment.
Assess and support the planning process for RAHU’s staff and members’ capacity development, joint learning and effectiveness in policy and advocacy.
Conduct/facilitate training workshops, and other technical and advocacy consultations, and mentoring, for knowledge transfer and capacity building
Work closely and consult with members, partners, and experts, to develop and continuously refine the RAHU agenda and strategy, develop policy recommendations, and accurate messaging for AYSRHR
Work hand in hand with the Youth Engagement department to ensure active participation of our key beneficiaries and target audience.
Develop policy papers, declarations, statements, positions, recommendations, and analysis of the evolving trend of AYSRHR. These will target moments or specific current or projected legislation, public commitments and/or their respective implementation levels, selected for their positive or negative effect on enabling environment issues of interest for the network.

RAHU has a strong profile on the specific themes within the post-holders brief, based on the expert advice and representation provided by the post-holder to colleagues across the movement, and on the production of high-quality reports and other public documents.
This in turn contributes to the achievement of our human rights goals on Sexual and Reproductive Health and Rights.
Other RAHU staff and external actors, including the staff of other NGOs, turn to the post holder for his or her recognized expertise and/or for collaborations.
The post holder collaborates with others to produce reports and other documents that are carefully researched, compellingly written, aimed at achieving specific impact, and delivered on schedule.
The post holder provides expert advice and policy guidance that is timely, succinct, and accurate. The post holder takes and creates strategic opportunities for policy development, research, and public intervention.
Education, Skills and Experience
A graduate with a first degree in any humanities or related field
Active within RAHU or other SRHR Youth movement
Exhibits knowledge of key Adolescent and Youth SRHR concerns and priorities locally, Regionally and Internationally.
Ability to express oneself orally and in writing on key policy aspirations and practices for Adolescent and Youth SRHR in Uganda, regionally and globally.
Demonstrate an understanding of Human Rights as related to Adolescent Sexual, Reproductive Health and Rights.
Excellent political judgement, strong analytical skills and the ability to think and plan strategically.
