Reach A Hand Uganda (RAHU) is a youth-centered non-profit organization focused on youth empowerment with the main emphasis on Sexual Reproductive Health and Rights (SRHR) including the provision of accurate information and increasing access to services; modern contraception, HIV/AIDS awareness, and prevention, livelihoods, SRHR and climate change and life skills. In 2021, RAHU made 10 years of serving young people and will steadily focus on challenging negative social norms that limit access to quality SRHR information and services. RAHU uses the peer education approach to reach young people 10-30 years who are faced with SRHR challenges including young people living with HIV/AIDS, refugees, and those living with Disabilities. Job Title: CLINIC SERVICES MANAGER

Department/Unit:

Job Purpose 

The Clinical Services Manager is responsible for overseeing the operations of the health facilities and clinics operated by RAHU, engagements with the Public Health Sector as well as other AYSRHR health service delivery-related projects and programmes – onsite and offsite.

The goal of this role is to ensure the smooth running of RAHU Clinics and other health facility delivery aiming to maximum performance on the delivery of AYSRHR healthcare to target groups. As such therefore, the position holder will work with other thematic managers to design, roll out, budget and manage the organisation’s clinical healthcare provision interventions (onsite at the health facilities and offsite at the outreaches), innovations in health and ensuring quality of care across the ASRHR healthcare. They are responsible for the day-to-day administration of specific tasks including: quality of care at health service points, maintaining medical records, line-management of the Clinical Officers and project teams, staff orientation, leading on strategies for clinical and health service provision at RAHU and preparing health services’ budgets and work plans.

Details of the Key Result Areas and Responsibilities 

Strategic Positioning and Planning of RAHU 

  •  Participate in the development and review of RAHU’s Strategic Plan, providing expert advice and strategy development 

  • Participate in the development of program and project plans and working with other Programs/Directorates/Departments within RAHU 

  • Oversee Implementation of SRHR services delivery projects in line with the overall RAHU Strategic Plan 2022-2026 

SRHR Program Strategy – Leadership, Planning, and Management. 

  • Provision of technical and functional leadership to the SRHR services delivery component of the Program. 

  • Take leadership in the design and roll out of projects, programmes and interventions aimed actualizing Sexual Reproductive Health and Rights Information, Services and Advocacy Program as outlined in the RAHU Strategic Plan 2022-2026. 

  • Work together with the SRHR Program Staff Team and any external partners to develop detailed program/project plans in line with the overall program strategy and budget 

  • Assure high quality programme implementation by health services delivery teams.

  • Operationalize the integration of RAHU’s service delivery programme and other core programmes of the organisation 

  • Ensure compliance with all the RAHU routine processes and procedures, policies and regulatory requirements as well as donor regulations/terms of the grant agreements

  •  Oversee implementation of RAHU service delivery projects 

Research, Policy and Advocacy and Knowledge Management 

  •  Provide oversight to undertaking SRHR services delivery research within RAHU. 

  •  Support the Head of Programmes in the development, review and implementation of the RAHU Institutional service delivery Strategy. 

  •  In partnership with the SRHR manager, use experiences from AYSRHR service provision at the RAHU Clinics and public facilities to co-create evidence-based research and advocacy interventions aimed at increasing young people’s access to quality and inclusive SRHR information and services 

  •  Provide oversight to running of ASRHR capacity building interventions and VCATs for a cross range of key stakeholders – young people, healthcare providers, media, matrons, senior women and men, teachers, local leaders, parents etc 

SRHR Capacity Building and Innovation 

  • Disseminate national laws, guidelines and policies relating to health services delivery and promotion 

  • In partnership with other thematic managers and heads of departments, contribute to the Review of the Peer Educators’ Academy (PEA) Curriculum to keep it current and responsive to the contemporary realities of young people and emerging health service needs. 

  • Keeping informed on medical advances in the field and contributing to medical research programs. 

  • Stay up-to-date with SRHR technological advances and software so as to keep current and relevant 

  • Structure capacity building programmes for the benefit of RAHU clinic service providers, partner facilities to improve their efficiency in providing Youth responsive SRHR services and keep them abreast on the sector shifts and trends 

Strategic Partnerships, Networking and Brand Image of RAHU 

  • Represent RAHU to stakeholders; at all times behaving according to high standards of professionalism 

  • Develop briefings and presentations and systematise relevant information and data for partnerships, internal and external meetings 

  • Nurture and sustain collaboration with Ministry of Health (MoH) and local governments 

  • Understand and adhere to healthcare regulation and legislation and statutory obligations in the execution of services and programmes 

  • Ensuring compliance with healthcare regulations and safety standards within RAHU health service delivery structures. 

Program Reviews, Monitoring, Evaluation, Learning and Reporting 

  • Contribute to the periodic development and pretesting of institutional management and planning tools. 

  • Develop clinic reporting system and ensure its effective usage 

  • Review the clinic data and prepare monthly, quarterly and annual reports for submission to line manager. 

  • In partnership with thematic managers, use experiences from AYSRHR service provision to co-create evidence-based research and advocacy interventions aimed at increasing young people’s access to quality and inclusive SRHR information and services. 

Fundraising and Donor Relationship Management

  • Spearhead resource mobilisation for the SRHR services delivery Program 

  • Support strategies and interventions undertaken by the Resource Mobilisation and Sustainability Team towards resource mobilisation for the SRHR Program 

  • Contribution to efforts towards resource mobilisation for the entire RAHU programme through supporting management in organisation-wide resource mobilisation and sustainability 

  • Participate in program design and ensure that all activities are properly and adequately cost and budgeted for. 

  • Ensure effective overall administration and sound fiscal management of program goals and objectives 

  • Participate actively in the programme planning process and budgeting of the programme quality and fundraising. 

  • Develop and roll out a Self-sustainability Strategy and Business Plan for RAHU Clinics 

Financial Management, Compliance, and Accountability

  • Provide oversight to donor compliance and accountability management of programs and projects

  • Ensure compliance with industry standards, compliance with NGO regulatory requirements, guidelines, and standards at the district and national level

  • Ensure compliance with all the RAHU routine processes and procedures and as well as donor regulations/terms of the grant agreements 

  • Provide leadership to ensure that high-quality donor reports are written and submitted on time

  • Ensure self-sustainability of the RAHU clinics through robust resource mobilization and financial management strategy

  • Manage allocated budgets and identify areas for improvement

Quality Assurance and Risk Management 

  • Perform risk management through implementing risk assessment, quality assurance, and management protocols

  • Explore ways of operational risk management and provide regular updates to the line manager and the senior management/executive management 

  • Support the defining, streamlining, and strengthening of RAHU’s Health Care Delivery Function. 

  • Establish and update clinic SOPs for all clinical services offered 

  • Performing administrative duties and risk management through implementing risk assessment and management protocols 

  • Explore ways of operational risk management and provide regular updates to line managers and senior/top management 

  • Ensure the highest standards in patient care are maintained in RAHU’s health care delivery structures. 

Human Resource Management and Support Supervision within SRHR Program 

  • Ensure prudent human resources development, motivation, and performance measurement best practice

  • Develop staff capacity-building plans for SRHR service delivery Teams and self.

  • Nurture and sustain inter-linkages with other RAHU Programs, Departments, and Directorates and ensure robust interdepartmental and inter-directorate collaborations and learning for the services delivery program. 

  • Ensure progressive learning for ease of inter-departmental knowledge sharing

  • Support the Head of Programmes in ensuring that line staff remain compliant to key organizational policies and procedures.

  • Provide line management leadership, support, mentorship, and evaluation of line staff – Clinical officers, program Officers, Interns, and Volunteers. 

In addition to individual respective tasks, the Clinic Services Manager will be expected:

Qualifications 

  • Bachelor of Medicine and Surgery (MBChB), BSC (Nursing), or related field. 

  • Postgraduate training in Public Health / Master’s Degree in Health Administration (MHA) or Business Administration (MBA) would be advantageous 

  • Registered with Uganda Medical and Dental Practitioners Council 

  • Valid practicing license 

  • 3 years of experience in NGO/clinic practice

  • Advanced computer skills and experience 

Job-Related Experience and Knowledge 

  • Fluent in both spoken and written English. 

  • At least 3 years of clinical practice 

  • Past experience in AYSRHR or NGO work for at least 3 years 

  • Clinical risk management experience 

  • Extensive knowledge of medical record-keeping practice

  • Advanced ability to ensure the highest standards in patient care and compliance with healthcare regulations 

  • Ability to keep abreast of advancements in the field of specialization and on AYSRHR

  •  Ability to communicate medical facts to non-medical personnel 

  • Discretion and ability to keep utmost confidentiality 

  • Communication, presentation, interpersonal, and leadership skills

  • Ability to effectively lead with integrity, supervise, mentor, develop and evaluate staff
