Introduction
Cordaid has been active in Uganda for over 25 years; and our programmes currently focus on three thematic areas: resilience, investments, and humanitarian aid.
Cordaid distinguishes three main processes: programming, communication, and fundraising. The office in Kampala is primarily meant to oversee program implementation. The Manager Country Office has additional responsibility for fundraising and communication/positioning.
Furthermore, the Manager Country Office plays an important role in the development and implementation of the country’s annual plan and provides input to the further strategic development of Cordaid globally.
Position & responsibility
The Manager Country Office will report to the Cluster Director East and South Africa Cordaid. The Manager Country Office is the line manager for all senior management staff of the Cordaid Ugandan office.
Qualifications
- Academic degree in international law, agriculture, health, economy, business/public administration, social sciences, or other subjects related to international cooperation.
- Excellent management skills including human resource and financial management, communication, and intercultural cooperation skills.
- At least 5 years (recent) experience in a similar position (Country Manager, Country Representative, Chief of Party) for an INGO.
- At least 5 years experience with managing and monitoring development and/or humanitarian programs, preferably also with EC or WB-funded programs.
- Experience in reporting requirements of institutional donors and working with local NGOs.
- Experience in security management and implementing security policies in insecure areas.
- Proven management and inspirational leadership skills.
- Entrepreneurial and Innovative.
- Strong networker with preferred existing networks in Uganda.
- Understanding of the context in Uganda.
- High level of personal integrity.
Responsibilities
General objective and responsibility of the job
- Is responsible for the realization of Country Office targets;
- The Management of the Cordaid office in Kampala;
- The management of Cordaid programme in Uganda;
- Networking, representation, and acquisition.
Specific objectives
- Country Plan:
Monitors the progress and interdependencies of different projects from the Program unit, taking into account the developments in the country and proposes improvements in the chosen strategy.
- Cooperation benefits:
Creates partnerships between governmental institutions, donors, partner organizations, and (inter)national non-governmental organizations, taking into account the agreed programme results.
- Funds:
Interacts with (potential) local/institutional donors, convincingly augmenting the added value of Cordaid to acquire funds and ensure the future funding for the program(s) in the designated country.
- Business/Action plan:
Translates the agreed Country Plan into a Work Plan for the Country Office, with specific results in designated project areas while securing the connection with the Cordaid strategy.
- Programme Management:
Keeps track of developments within the projects, manages the activities within the team, and makes the necessary adjustments, taking into account the business/action plan, governmental policies, donor policies, and the allocation of resources and preventing mission creep.
- Risk Management:
Assesses security, political, administrative, and financial risks in projects and realizes the security of the Cordaid team, consultants, and Cordaid visitors, according to the Cordaid Safety First Manual.
- Personnel Management:
Leads personnel in accordance with the management style and social policy of Cordaid focused on productivity, employee development, and satisfaction. Ensures efficient use of resources and controls quality of work.
