Reach A Hand Uganda (RAHU) is a youth-centered non-profit organization focused on youth empowerment with the main emphasis on Sexual Reproductive Health and Rights (SRHR) including the provision of accurate information and increasing access to services; modern contraception, HIV/AIDS awareness, and prevention, livelihoods, SRHR and climate change and life skills. In 2021, RAHU made 10 years of serving young people and will steadily focus on challenging negative social norms that limit access to quality SRHR information and services. RAHU uses the peer education approach to reach young people 10-30 years who are faced with SRHR challenges including young people living with HIV/AIDS, refugees, and those living with Disabilities. Job Title: MONITORING, EVALUATION AND LEARNING (MEL) OFFICER

Job Purpose 

The RAHU Monitoring, Evaluation and Learning (MEL) Officer supports the Monitoring, Evaluationand Learning Manager and the Senior MEL Officer in data collection, tabulation and analysis to helpensure accountability and efficiency from the start to the finish for all programs and projects, bothnew and ongoing. The MEL Officer role builds onto efforts to improve RAHU’s monitoring, evaluation, and feedback capacities and help the organisation to become a more effective learning organisation—one better able to assess the impact of its work, and to continuously improve the quality of its products and services. The position holder also contributes to organisational learning through the design of procedures, processes, and systems to encourage and facilitate more effective sharing of program results, approaches, feedback from partners, and lessons learned throughout the organisation, using this insight to contribute to the sector and shape future programs. This feeds into RAHU’s Institutional Development priorities as outlined in RAHU Strategic Plan 2022-2026. 

The MEL Officer further supports the Program Team, Data Clerks, Field Teams and Peer Educators that gather the M&E field and project data. The MEL Officer team member should therefore possess a training and capacity development mindset and can strengthen the program team, data clerks, peer educators and other selected stakeholders / partners’ knowledge and practice as RAHU advances the process to understand and articulate impact in its dynamic youth-centred interventions.

Details of the Key Result Areas and Responsibilities 

Program/Project Monitoring, Evaluation, Accountability and Learning (PMEAL) 

Undertake effective activity-level monitoring, inspection, and evaluation procedures. 

Ensure program staff utilise monitoring and impact indicators for the project success. 

Undertake ongoing monitoring and evaluating progress on achievement of results, effect, impact, and sustainability of allocated programs/projects. 

Effective Data Management Support

  • Input and maintain an up-to-date database of the assigned RAHU project (U Decide Kasese-Bunyangabu)

  • Collect and develop success stories in order to build a positive reputation for the organisation.

  • Provide data analysis in support of periodic reporting and lessons learned. 

  • Support the MEL Team in conducting internal data quality assessments following the RAHU Data Quality Standards.

  • Support the development and implementation of a RAHU M&E data base / Management Information System (MIS) / Central Data Repository (CDR) and support its use among staff.

  • Support the development and implementation of tools for data collection.

 

  • Support the recording, management and preservation of MEL data in a safe and accessible way.

  • Support the analysis, discussion and reporting of findings based on regular monitoring data.

  • Support the generation of relevant M&E reports for RAHU’s various stakeholders including board reports, donor reports, quarterly and annual reports, among others. 

Dissemination of Lessons Learnt

  • Playing a role in promoting key learnings and innovations for the improvement of project and programme implementation as well as for wider learning of the organisation and its stakeholders.

  • To generate evidence on the various focus areas of RAHU’s work using data collected. ? To support the Program Team and Communications function of RAHU by providing evidence-based data which can inform publication of the organisation’s work and that of its partners.

  • Using the information produced during monitoring and evaluation exercises, advise on ways of improving RAHU’s interventions; and provide feedback to partners.

  • Support learning reviews across directorates, programmes and departments to identify critical lessons and best practices from RAHU’s work that can be widely disseminated to inform further development of ASRHR and livelihoods programmes in Uganda, regional and global level.

  • Support the generation of evidence from RAHU work with young people and other target groups (i.e. information updates and articles, lessons learnt and best practices, success stories, photos and other supporting information) for decision making.

  • Support the inclusion of M&E information in papers as well as engage in co-authoring abstracts and papers, or presenting at conferences, as appropriate. 

Enhanced Communication, MEL Practices and Work Culture

  • Support the roll out of the RAHU Communication Strategy, RAHU Advocacy Strategy and RAHU Social Media Strategy at large by giving input to the Senior Communications Officer and Senior Program Officer Policy and Advocacy; for creating content for the website, blogs, articles and social media.

  • Support the development and update of M&E information on the RAHU website and social media platforms.

  • Collaborate with program officers and directors to synthesise, analyse, and share practices and ideas from RAHU’s grassroots community work.

  • Strengthen monitoring, evaluation, feedback, and learning practices across the organisation through training, workshops, webinars, etc.

  • Create the data infrastructure required for ongoing monitoring, evaluation, feedback, and learning to strengthen strategy and implementation.

  • Implement the monitoring, evaluation, and feedback framework in place in order to aggregate and communicate program results.

  • Support cross-learning among RAHU staff and partners. 

Provision of Technical Support for Internal Capacity Building on PMEAL

  • Participate in the identification of training needs of the MEL team and propose necessary staff training and development interventions.

  • Support capacity building for RAHU staff and partners on MEL.

  • Organise and conduct M&E training for project/program staff teams, peer educators and field teams.

  • Assist the program team with M&E tools and support them in their use.

  • Provide training on paper-based and electronic tools and methodologies to program staff, data clerks, peer educators and partners as needed.

  • Coordinate the provision of technical support on MEL and evidence-based recommendations to the relevant Program Managers, Staff and Partners.

  • Participate in the capacity assessment on existing monitoring and evaluation systems and develop a better system.

  • Support partners in conducting baseline surveys, assessments and any research working closely with the line manager and management team.

  • Support the rollout and implementation of the RAHU Learning Agenda. 

Project Management and Administrative

  • Support the Senior MEL Officer to ensure timely preparation of M&E related progress reports. Provide feedback to the program team on project strategies and activities.

  • Recommend further improvement of the logical framework.

  • Provide inputs, information and/or statistics for quarterly, bi-annual, annual and other periodic reports to line manager, Monitoring, Evaluation and Learning Manager, Director of Programmes and Management Team.

  • Assist the Senior MEL Officer in preparing other relevant reports.

  • Participate in annual program/project evaluations and planning workshops.

  • Support the MEL team as needed to facilitate contacts, meetings, or training sessions among others.

  • Perform any other duties as assigned by the Monitoring, Evaluation & Learning Senior Officer. 

Human Resource Management within the MEL Department

  • Participate in overall departmental collaboration, learning and support.

  • Provide line management leadership, support, mentorship and evaluation of staff under theirsupervision – Data Entry Clerks, VHTs, Peer Educators.

  • Ensure progressive learning for ease of inter-departmental knowledge sharing. 

In addition to individual respective tasks, the MEL Officer will be expected:

Qualifications

  • Bachelor’s Degree or equivalent, preferable in: Statistics, Social Sciences, Population Studies or Management is strongly preferred.

  • A post graduate diploma in M&E 

Job-Related Experience and Knowledge

  • At least 2 years’ experience in monitoring and evaluation, data management or knowledgemanagement.

  • Experience training local partners and staff in M&E and data collection, data management,research ethics and research methodologies preferred.

  • Fluent in both spoken and written English.

  • Fluency in local languages in program target areas in Uganda is a significant advantage.

  • Extensive experience in field survey/data collection techniques, data entry, data verification, management and analysis.

  • Excellent written, verbal, analytical, and communication skills.

  • Experience conducting qualitative and quantitative research.

  • Experience with databases and database management.
